"Candid Analysis of the Challenges Threatening Municipal Finances"- Donald Boyd is Director of the Fiscal Studies Program which conducts studies of state and local taxes and expenditures. Prior to coming to the Institute, Boyd spent 16 years analyzing state and local fiscal issues. His previous positions include director of the economic and revenue staff for the New York State Division of the Budget and director of the tax staff for the New York State Assembly Ways and Means Committee. Boyd holds a Ph.D. in Managerial Economics from Rensselaer Polytechnic Institute in Troy, New York.

He joined the firm in 1986 to launch Milliman’s Employee Benefits Research Group in Washington, D.C. He has over 20 years of extensive experience in research and analysis of pensions and other employee benefits, specializing in the development and application of decision making tools and solutions for employee benefit programs. He advises consultants, employers, and governmental agencies on a wide range of topics including pension nondiscrimination and coverage rules, pension funding requirements, and practical solutions for complex employee benefit problems.

He focuses on the state and local level from rating agencies to various forms of municipal financing. Mysak joined Bloomberg in 1999 from Grant's Municipal Finance and had been the editor and publisher of The Bond Buyer. He is the author of several books, most recently The Handbook for Municipal Bond Issuers in 1998. Mysak holds a bachelor’s degree from Columbia College.

"The Evolution of Portfolio Management"- Frank Sortino is finance professor emeritus from San Francisco State University and Director of the Pension Research Institute. He writes a quarterly analysis of mutual funds for Pensions and Investments Magazine and co-authored a book on “Managing Downside Risk in Financial Markets” with Professor Stephen Satchell at Cambridge University. Dr. Sortino serves on the Advisory Board of The Foundation for Fiduciary Studies. His current research is focused on quantitative programs to assist high net worth investors and 401k participants. He received his MBA from U.C. Berkeley, and a Ph.D. in Finance from The University of Oregon.
