Notwithstanding the bombing campaign in Serbia, the environment surrounding the fixed income markets is not as highly charged as was the case during the opening months of the new year. Recall that the swing in market perceptions during the final months of 1998 and the early going this year could not have been more dramatic. For much of the fourth quarter, the markets were still preoccupied with quality concerns arising from last summer’s Russian debacle that sent aftershocks to Brazil and threatened to prevent the global economy from climbing out of a two-year slump. Even the U.S., virtually the sole engine of global demand throughout the period, was thought to be on the precipice of a significant slowdown.
